I had this issue on a few of my servers where the ULS logs were not being populated in a new folder I had created. Every 30 minutes I would get this error in the event viewer "Tracing Service failed to create the trace log file directory 'F:\uls_logs. Error 3: the system cannot find the path specified"
I tried restarting the tracing service, but the error would come back. In addition I would get a 6457, "Not enough free disk space available" when the servers had 50gb of free space. It turns out that this error is permissions-based. You need to make sure that the local "Everyone" group has access to your folder.
